At 1000 am CDT, the center of Tropical Depression Bill was located at 38.2N, 85.0W, or about 40 miles (65 kilometers) east of Louisville, Kentucky. Maximum sustained winds were 15 knots (20 mph, 30 km/h), with higher gusts. The minimum barometric pressure was 1004 millibars (hPa; 29.65 inHg), and the system was moving east-northeast at 17 knots (20 mph, 30 km/h). Bill is still expected to become a remnant low and merge with another extratropical system within the next 48 hours.

Bill continues to produced organized convection over the Ohio River Valley. Radar imagery depicted continued spiral banding and central shower activity with the storm near Frankfort, Kentucky, near the Appalachian Mountains. This kind of inland tropical cyclone persistence has largely been unprecedented, but regardless, Bill is still expected to slowly weaken and become disrupted over Appalachia before merging with an extratropical cyclone in 24 hours.
